Overview
3M Company’s Transportation Safety Division, which plays a crucial role in designing and producing traffic safety products, was facing challenges with managing the complex process of license plate design requests from state Departments of Motor Vehicles (DMVs). The existing process was cumbersome and inefficient, with limited visibility and control over communications, approvals, and design production timelines.
To address these issues, 3M partnered with Acts Media to develop a custom License Plate Tracker system. The new system streamlined the request process, enhanced communication between 3M and state DMVs, ensured smooth progression of design and production workflows, and provided role-based access to users within 3M and state agencies.
Project Scope
The License Plate Tracker system was developed to automate and manage the entire lifecycle of a state’s license plate request, from initial request submission by the state DMV to final delivery of the license plates. Key features included:
- Request Submission - Allowing state DMVs to submit requests for new license plate designs.
- Communication Management - Providing a platform to manage and track all communications between state DMVs and 3M.
- Workflow Management - Taking users through a structured, step-by-step workflow to ensure all aspects of design and production are followed.
- Role-Based Access - Implementing role-based access for different users to ensure only authorized personnel can perform specific tasks.
Challenges
- Time-Consuming Manual Processes: The old system involved heavy manual input and tracking, which was time-consuming and prone to human error.
- Limited Access and Accountability: Different users, from state DMV representatives to internal 3M employees, needed different levels of system access. Without enforced access control, security risks and inefficiencies increased.
- Lack of Workflow Control: The design and production process lacked structure, leading to missed steps, delayed approvals, and confusion on request status.
- Inefficient Communication: Frequent back-and-forth between state DMVs and 3M relied on email threads, phone calls, and manual tracking, causing lost information and delays.
Solution
Request Submission Portal
The system provided an intuitive portal where state DMVs could submit requests for new license plate designs.
- Real-Time Confirmation and Tracking: Once a request was submitted, both the state DMV and 3M received real-time confirmation and a tracking ID.
- Customizable Submission Forms: Forms captured required graphics, colors, text, and special security elements.
Communication Management
The system provided a robust communication platform to manage interactions between state DMVs and 3M during design and production.
- Automated Notifications: Alerts were sent to both parties at key workflow steps.
- Audit Trail and History: The platform maintained a detailed record of communications and decisions.
- Centralized Messaging System: All design feedback, approvals, and clarifications lived in one place.
Workflow Management
To ensure each phase moved forward on time, the system featured guided workflows.
- Status Tracking: Both parties could view live request statuses such as “In Design,” “Under Review,” and “Ready for Production.”
- Automated Task Assignment: Tasks routed automatically to the right role as requests progressed.
- Step-by-Step Workflow: Required actions were enforced in sequence before users could move to the next stage.
Role-Based Access
To protect sensitive workflows, the platform implemented role-based access control.
- Audit and Accountability: User actions were tracked to create a clear accountability trail.
- Granular Permissions: Permissions were tailored so users could only perform tasks appropriate to their roles.
- Custom User Roles: Roles were configurable for DMV representatives, 3M designers, production managers, and administrators.
Results
- Streamlined communication with faster turnaround times
- Improved efficiency and organized workflow execution
- Enhanced transparency with real-time status tracking
- Increased accountability and security via role-based access
- Significant time savings through automation
Conclusion
Acts Media successfully developed a custom License Plate Tracker system for 3M’s Transportation Safety Division, addressing communication inefficiencies, workflow bottlenecks, and access-control challenges. With automated workflows, role-based permissions, and centralized communication, 3M now has a more efficient, transparent, and secure process for managing license plate requests from state DMVs.
